Omnibus Spending Bill Negotiations Continue, No Word on Ag Issues

It appears Congress will yet again pass another continuing resolution—this time to keep the federal government funded through Wednesday to clear some time to negotiate and pass an omnibus spending bill. House Speaker Paul Ryan took to the media Thursday to address his 2016 agenda without providing any details on the stalled spending bill negotiations. Riders attached to the spending bill appear to be keeping the negotiations from moving forward. No breakthroughs in Congress from the agriculture lobby has been announced at this point as some agriculture groups continue to press for a repeal of Country-of-Origin Labeling, according to the Hagstrom Report. Other possible attached issues to the omnibus bill include addressing the EPA’s Waters of the U.S. rule, labeling of genetically modified foods and restrictions on the Renewable Fuels Standard. Negotiations on the tax extenders are taking place simultaneously with the appropriations process, according to Ryan, who did say when negotiations on the omnibus bill will be completed.
