Tropical Storm Debby may be offshore, but it continues to send rainbands into the Carolinas for Wednesday, adding to the flooding dangers there while it likely gathers strength before coming back ashore in South Carolina on Thursday. A system in Manitoba is pushing a cold front through the Northern Plains and is producing scattered showers and thunderstorms and another burst of cooler air.
