Tuesday features mixed precipitation and snow in the Southern Plains and moderate to heavy rain in the southern Midwest, Delta and mid-South. Precipitation areas will have transportation and safety issues. In addition, flood threats are noted in rain locales due to already-saturated soils. Dry and seasonally cold conditions are indicated for northern areas.
